Actually, you use targeting several times when you parallel park. First, when you pull over next to the vehicle you are going to park behind, you target your space well in advance just like pulling over the curb. Next, when you back into the parking space you target the path that the rear pivot point tracks into and through the space to the rear.
Then, when you pull forward to center in the space, you once again target well ahead.
